Dalian Qingyun River Eco-Tourism Zone
Dalian Qingyun River Eco-Tourism Zone is located in southeast of Dalian Automotive Logistics City and is adjacent to Qingyun River, with the planning area of 14.79 km2. With rational regional structure and perfect supporting facilities, the Eco-Tourism Zone will attach great importance to developing real estate, leisure vacation, medical health and recuperation, eco-tourism, etc. 

I. Basic Information 
    Qingyun River Eco-Tourism Zone consists of three administrative villages (namely, Quanshui Village, Liushu Village and Shicheng Village) and a part of Jinding Village under Liangjiadian Neighborhood of DFTZ, and has the planning area of 1479 hectares. The Eco-Tourism Zone borders on Gaizhou - Liangjiadian Highway (Shicheng Village) in the west, the intersection of Dengsha River and Desheng in the east, Dandong–Dalian Railway in the north, and the intersection of Jinshitan–Qidingshan Highway and Desheng in the south. There are 1947 households and totally 4721 residents, excluding Jinding Village. 
    Qingyun River Eco-Tourism Zone governs the total land area of about 18063 mu covering Quanshui Village, Liushu Village, Shicheng Village and Jinding Village, including about 17488 mu for agricultural land, about 812 mu for unused land, and about 1700 mu for construction land. 
    Qingyun River flows through Xiangying Neighborhood of Jinzhou New District and Liangjiadian Neighborhood of DFTZ. Upstream the dam site, the river is 17.1 km, and downstream the dam site, it flows for 8.3 km to the estuary and for 6 km in Liangjiadian Neighborhood. Qingyun River has the drainage area of 64.5 km2. Its dam site is located in Desheng Town of Jinzhou New District; Qingyun River Reservoir is under the jurisdiction of Jinzhou New District. 
With the reservoir capacity of 10,150,000 m3, Qingyun River Reservoir belongs to a medium-sized reservoir, whose main waters and submerged area cover 5475 mu.

II. Geographic Advantages
    Mainly surrounded by Liangjiadian Industrial Park, Dengshahe Industrial Park and Dayao Bay Bonded Port Area, Eco-Tourism Zone is located at the core of industrial clusters in Dalian. Qingyun River is the only large-scale river in Dalian New Downtown. The main river course of Qingyun River Reservoir flows through Xiangying Neighborhood of Jinzhou New District and Liangjiadian Neighborhood of DFTZ, and its estuary is Changjiang Bay of Golden Pebble Beach. The river basin is 20 km from Dayao Bay Port, 6 km from Xiaoyao Bay, and 5 km from Golden Pebble Beach Holiday Resort. The Eco-Tourism Zone enjoys advantageous conditions and development potentials such as prominent tourism resources, tangible cultural heritages and convenient traffic network, and has the foundation for development and construction of tourism industry clusters. 

III. Traffic Advantages 
    Located in the center of Dalian New Downtown, Dalian Qingyun River Eco-Tourism Zone enjoys convenient traffic conditions: It is 62 km from the urban center, 30 km from the container terminal, 16 km from the entrance of Shenyang-Haikou (Dalian) Expressway, 60 km from Dalian International Airport, and closely linked to National Highway 201. 
Urban traffic network crosses through the middle of the Eco-Tourism Zone, including Dandong–Dalian Expressway, National Highway 201, and the Coastal Highway in the south of Qingyun River downstream, which have been built; and Dandong–Dalian Railway, Jinshitan–Qidingshan Highway, Gaizhou–Liangjiadian Highway (two-way six-lane), and urban rapid rail transit from downtown to Golden Pebble Beach, which are under construction. These have furnished unique conveniences for the construction of Qingyun River Basin.  

IV. Functional Localization and Industrial Planning 
    The development of Dalian Qingyun River Eco-Tourism Zone is based on the Dalian’s decision-making deployment strategy of overall urbanization and is subject to the general localization and development initiative of DFTZ Automotive Logistics City. The purpose is to build up an open and sustainable eco-tourism zone subject to urban-rural composition and integrating agriculture, industry and commerce in DFTZ. 
    Qingyun River Eco-Tourism Zone will adhere to the development policy of Dalian - “comprehensively accelerating the overall urbanization process”; surround the development strategy of “promoting the transformation of DFTZ from a policy function zone to an integrated economic zone and modernized new urban area”; focus on ecological protection, land consolidation, optimization of development environment and increase of economic aggregates; target at realizing the transformation from traditional agriculture to modern eco-tourism industry; insist on the philosophy of health, recuperation, amusement, tourism and leisure; and take great initiative in innovation of system and mechanism.

V. Development Strategy 
    Protect the environment via ecological construction, and build up a green Qingyun River; develop real estate industry via landscaping, and build up a sub-city center; promote development via road construction, and construct green road network; develop industrial development via tourism, and build up a regional famous brand. Great efforts will be taken to build Qingyun River Eco-Tourism Zone into a prosperous integrated economic zone subject to most eco-development advantages as well as the most habitable new downtown with picturesque environment.  

VI. Investment Promotion 
    In accordance with the development planning of the Eco-Tourism Zone and in combination with the development facts, Qingyun River Eco-Tourism Zone will attach great importance to developing real estate, leisure vacation, medical health and recuperation, quality agriculture, eco-tourism, etc. and require the overall development and construction projects. For the current stage, the overall development and construction projects mainly refer to land acquisition and relocation, Class I land consolidation, Class I and II project linkage, etc.
