BuildingNew Customs Featuring Socialism with Chinese Characteristics

Recently, China’s entry-exit inspection and quarantineduties and workforce were integrated into the General Administration of Customsof China (GACC). On April 16, at a video-teleconference on arrangement forCustoms organizational reform, Mr. Ni Yuefeng, Minister of the GACC, requiredthat China Customs, with the  focus on its functional transformation andoptimization, establish a brand-new Customs authority that reflects socialismwith Chinese characteristics, striving for higher efficiency and lower cost inCustoms clearance, better environment for business, more rigorous control, and higher service quality, in a bid to deliver the benefits ofthe organizational reform to the industry and the public in a timely manner.

The key to deepening the reform of party and stateinstitutions lies in the transformation and optimization of duties. It isnecessary to make hard moves in changing duties, which is not only a change ofthe outlook but reborn. Minister Ni called for the guidance of Xi Jinping thoughton socialism with Chinese Characteristics for a new era, persistence inbuilding political customs, carrying out reforms, law-based governance,developing science and technology and strict management of customs, and overallpromotion of institutional reforms and reforms in various fields, and he askedto straighten out responsibility relations and optimize the allocation offunctions to build a new customs featuring socialism with Chinesecharacteristics that will reassure the Party Central Committee and satisfy thepeople.

Minister Ni said that after the institutional reform theduties of Customs will be broader, the workforce will be stronger, and Customs’undertakings will enter a new stage of development. To build new customs, wemust assume new duties and realize the deep and organic integration of theoriginal management duties of Customs and Inspection and Quarantine to achievean effect of “1 + 1 > 2”; to build new customs, we must set new goals, usethe highest international standard as our benchmark, and establish the mostadvanced and competitive customs supervision system and mechanism in the world;to build new customs, we must present a new look, and forge a uniform,disciplined, loyal and honest paramilitary customs team; to build new customs,we must achieve new results and make Customs’ new and greater contributions tobuilding a moderately well-off society in an all-around way and realizing theChinese dream of great rejuvenation of the Chinese nation.

From April 20, the previous entry-exitinspection and quarantine workforce commenced operation as an integral part ofCustoms. Officers at front-line border areas including passenger processing,cargo examination and service counters are now in Customs uniform with epaulet.Minister Ni pointed out that Customs-quarantine operational integration andrelevant legislation need to be expedited and that tangible outcomes need to bedelivered from the reform process. Service counter consolidation andstreamlined formalities need to be achieved at earliest convenience tosafeguard the merge of functions in seven operational areas including:passenger processing, single declaration/examination/release initiative,transport means boarded examination, radioactive detection, mail processing,broker registration and the Single Window Platform for foreign trade, so thatexternal clients could deal with one authority and one process only. Businessdocument templates, stamps and seals will be replaced and updated. Customscontrolled areas and examination process of newly opened ports need to beplanned and designed in line with the requirements of the organizationalreform. All relevant laws, provisions and regulatory documents need to bereviewed to enable timely establishment, amendment, abolishment andexplanations in the legal framework to support the reform.

Ni Yuefeng emphasized that deepening the reform of Partyand state institutions is a major policy decision made by the Party CentralCommittee with Comrade Xi Jinping as the core, focusing on the overalldevelopment of the party and the state’s undertakings, and adapting to thedevelopment requirement of socialism with Chinese characteristics in a new era,is a major institutional arrangement that focused on achieving the overall goalof comprehensively deepening reforms, and is a profound change in promoting themodernization of the country’s governance system and governance capacities. Hesaid that to integrate China’s entry-exit inspection and quarantine duties andworkforce into the General Administration of Customs of China is a wisedecision made by the Party Central Committee with Comrade Xi Jinping as thecore, and an important part of deepening the reform of Party and stateinstitutions. This reflects the cordial concern and full trust of the PartyCentral Committee to us and also is a heavy duty and mission to the customs anda major political task that must be completed. We shall thoroughly study andimplement the spirits of 19th CPC National Congress and the 2nd and 3rd PlenarySession of the 19th CPC Central Committee. Guided by Xi Jinping thought onsocialism with Chinese Characteristics for a new era, we shall firmly establish“four consciousness”, deeply believe in “four confidence”, resolutely safeguardthe core position of the Party Central Committee of General Secretary XiJinping and the whole Party, and resolutely uphold the authority andcentralized and unified leadership of the Party Central Committee. We mustactually unify our ideas and actions to Party Central Committee’s decisions on deepeningthe reform of Party and state institutions, be brave in self-targetedrevolution, take initiative in reforms, and implement various reform tasks tothe letter. We will never betray the heavy expectations of Party CentralCommittee for Customs and the responsibility of history to Customs.
