Recently, one shipment of non-bonded goods − ironparticles, weighing 30 tons, has arrived at Dayaowan Free Trade Port Area bymeans of “status-oriented classified supervision over warehoused goods” and “settleddown” in the warehouse of Dalian Dongwei International Logistics Co., Ltd. Thatis the first shipment of goods under the mode of “status-oriented classifiedsupervision over warehoused goods” in Northeast Port, marking the officialimplementation of “status-oriented classified supervision over warehoused goods”in Dalian Area of China (Liaoning) Pilot Free Trade Zone.

 “Status-orientedclassified supervision over warehoused goods” is another free trade zone policycopied and promoted by Dayaowan Customs, under which storage enterprises in theFree Trade Zone are permitted to use spare storage capacity to store non-bondedgoods while warehousing bonded goods. When bringing more customers and moreprofits to the warehousing enterprises in the Zone, this policy also createsconditions for import and export enterprises to carry out export consolidationand domestic deconsolidation of non-bonded goods and bonded goods.

 “In the past, wecan only do warehousing business of bonded goods, and the warehouse utilizationrate is often under 1/3, while the warehousing enterprises outside the Zone arealways short of warehouses”, said General Manager Zhao Pengfei with DalianDongwei International Logistics Co., Ltd. After the official implementation ofthe policy of “status-oriented classified supervision over warehoused goods”,the warehousing enterprises in the Zone won’t be “starved” anymore. ZhaoPengfei said, “Now, since we can store both bonded goods and non-bonded goods,it is predicted that out warehouse utilization rate will be increased by 4times, and so will be our profits.”

According to the introduction of the relevant person incharge of Dayaowan Customs, with the implementation of the new policy, not onlythe spare warehousing capacity of the enterprises in the Zone has beenreleased, the procedures for entering and leaving the Zone are also furthersimplified, which reduces both the storage costs and the logistics costs of theenterprises. “Taking goods export as an example, in the past the customsclearance as well as transportation of bonded goods and non-bonded goods shouldbe separated, where customs clearance should be conducted twice, and twocontainers were needed. But now, through “status-oriented classifiedsupervision over warehoused goods”, bonded goods and non-bonded goods can beconsolidated in one container, and customs clearance and transportation onlyneed to be conducted once.”

According to information, at present, two warehousing andlogistics enterprises in the Free Trade Zone have undertaken the business of “status-orientedclassified supervision over warehoused goods”. Their video monitoring systemhas been networked with Customs surveillance center, their enterprise systemhas been connected to Customs management system, and their non-bonded goodsaccounting books have been established. Next step, Dayaowan Customs willstrengthen formative and ex-post supervision and change the “physical fences”in warehouse management into “electronic fences” to ensure the effectiveimplementation of this policy and give full play to areas under special customssupervision as a bridge connecting the two markets at home and abroad.
